National/Regional Raptor Conservation Strategies

A key commitment of Signatories to the Raptors MOU is set out in Paragraph 12 of the agreement text, as follows:

"Within two years of this Memorandum of Understanding becoming effective, Signatories will aim to prepare and submit to the Coordinating Unit where appropriate a national or regional (e.g. EU) strategy or equivalent documents (e.g. Single Species Action Plans) for Category 1 and, where appropriate, Category 2 species in Table 1 in the Action Plan."

And Paragraph 28 informs that "The MoU will become effective for any Signatory on the first day of the month following the date of signature by that Signatory."

These strategies and equivalent documents are extremely important because they effectively translate the wide range of conservation activities established in the Action Plan to the MOU (Annex 3), into clear and focused priority actions to be implemented at the national or regional level.  The Coordinating Unit has developed and published Guidelines, including a template, to assist Signatories in preparing their national or regional strategic documents.

Listed in the table below are all of the strategic documents that have been made available to the Coordinating Unit so far to fulfill the obligation set out in Paragraph 12.

We welcome further submissions from Signatories or non-Signatory Range States at any time ([email protected]), preferably presented in either (or both) of the MOU’s two official languages (English and French).

In addition, please find here a compilation of action plans, including plans that do not relate to the obligation of Signatories to the Raptors MOU as ountlined above, that concern one or more species of migratory birds of prey covered by the Raptors MOU.

The Southern African Development Community (SADC) Vulture Conservation Strategy and Action Plan (VCSAP) 2025-2035 outlines a strategic framework aimed at reversing the dramatic decline of vulture populations across the southern African region. Recognized for their critical ecological role in maintaining ecosystem health, vultures are currently facing severe threats, including poisoning, belief-based use, collisions and electrocutions and habitat loss.
The VCSAP seeks to mobilize collective action among the 12 SADC vulture range states to address these challenges through coordinated conservation efforts, emphasizing stakeholder engagement and data-driven decision-making.
